Simon is tougher, I think. Once you've learned how to solve a rubik's you can do it easily. I get too stressed out when trying to remember sequences of lights!

Rubiks hands down.
Simon is mainly memory, Rubiks is significantly more of IQ and logical thinking.
Also you can play Simon with the Rubiks by making sequences and then increasing the number of twists.
